WHAT (OR WHO) NEEDS TO BE DONE TO FIX THE ELMIRA MESS?

 Well first off it's not up to me or any other citizens to have to reinvent the wheel.  Do U.S. Superfund sites ever get cleaned up satisfactorily? Have any actually achieved the extent of cleanup either promised or required?

In other words if much of the plans and process that went into the remediation of the Elmira Aquifers had been done honestly and in good faith I believe that we would be much further ahead than we are. Unfortunately every possible interpretation or option presented has always been resolved in Uniroyal/Lanxess's favour.  DNAPLS are but one of the obvious issues. Clearly the public Control Orders are not the major determinant of what Uniroyal/Lanxess have been required to do. That has all been determined privately between the MOE/MECP and Uniroyal and successors. Determined privately including at times completely in contradiction with what the public Control Orders demanded. 

Same thing with so called new contamination. That all had to be addressed when found according to the Control Order when in fact these private meetings have been more along the line of O.K., O.K. this new spread eastwards or wherever is a pain in the butt... "Can we ignore it, bury it, make it disappear, or do anything other than expand the size of the environmental crisis here?".  I mean really all this fooferaw is bad for business and bad for all our reputations so what about more slandering of the couple of real activists left and if we can keep her awake send good old reliable S out to claim credit for the yet non-existent Creek cleanup?

Quoting Sebastian: "He who pays the piper calls the tune". That unfortunately could be the motto of all polluters. They of course won't pay the full bill to the piper or to anyone else.  They will negotiate. They will discuss. They will waste everyone's time as much as possible. They will do whatever it takes to drag this crisis out to second and third generations of Elmira residents before they will pay full price to clean up their dirty messes.  No level of government yet has honestly committed to a proper cleanup nor will they. Lying, deceiving and misleading have already saved both Uniroyal and the Ministry of Environment hundreds of millions of dollars. Why change a winning hand?
