MAYORAL CANDIDATE STEPS UP

This is what we should expect from all our candidates, whether for Council or for Mayor. In today's Elmira Independent, Mayoral Candidate , Todd Cowan has unequivocally stated that he is opposed to the current Bio-En proposal. "Cowan suggested that the township itself could have been more proactive in finding another location for Woolwich Bio-En, perhaps even going as far as being co-investors and providing land for the plant".
